A small rune balancing update. The damage calculation for the following runes have been adapted to be a bit more level sided and less on magic-level. Also the minimal damage has been increased. 

This is the first try to give runes a higher usability again. As currently everybody is using spells only and runes have nearly to no value. 

Feedback and further adjustment ideads are very welcome.
